We’re focusing on Cabinet Office’s new Procurement Pathway tool in our latest Procurement Reform update. It’s a great new guide which you can use to manage the entire commercial lifecycle of your contracts – from procurement all the way to contract completion.
We’ve caught up with one of our Procurement Partners, Morris Williams, to run thorough the tool and how you can use it to define and deliver your contracts.
Firstly, who can use the procurement pathway?
The tool has been designed for public sector procurement and commercial professionals. It’s especially useful for colleagues new to procurement, who are responsible for delivering public sector contracts.
What does the pathway tool look like?
The pathway covers the end-to-end lifecycle of your contracts. It’s broken down into four sections:
- Plan – develop a strategy that aligns with your objectives. Undertake market engagement to understand more about your contract, and how you want to manage it.
- Define – identify the correct procurement route for your project in line with market conditions and your resources.
- Procure – carry out the procurement process. This stage includes preparing your procurement documents, going to tender, evaluating bids, award and contract mobilisation.
- Manage – establish a contract management plan, monitor performance and assess any contract modifications. This stage includes closing the contract effectively, and understanding lessons learnt for the next project.

The Pathway tool brings together the PCR2015 and PA2023 documents in one place. It maps together legislation and guidance, and can help you to plan and manage your projects effectively – especially when considering what issues may arise and need to be considered from the very beginning.
