We’re out to tender for our new Decarbonisation Works DPS. The deadline for the first round of submissions is 20 December.
It’s split into 4 Lots, and covers the delivery of individual technology and whole house retrofit works. It’s been designed alongside our new Decarbonisation Partnerships Framework, which we’ll be out to tender for early 2025.
The Decarbonisation Works DPS covers-
Lot | Description |
1 | Insulation – covers the design and installation of external wall insulation, loft insulation, cavity wall insulation and floor insulation for low carbon retrofit solutions. |
2 | Renewable heat and hot water – covers the design, generation, installation, distribution and maintenance of renewable heat and hot water solutions. This includes; ground source heat pumps, air source heat pumps, solar thermal installations, smart heating systems, district systems, heat networks and ancillary items. |
3 | Renewable power and storage – covers the design, generation, installation, distribution and maintenance of renewable power and storage solutions. This includes; PV panels, electric vehicle charging, battery storage, associated smart controls and ancillary items. |
4 | Whole house retrofit – this lot is comprehensive and is aimed at suppliers that deliver whole house retrofit projects. Contracts can cover domestic, communal and commercial buildings. |
How will it run?
We expect to go live with the DPS in February 2025 – it will be open for four years and contractors are able to apply to join at anytime.
Customers will use the DPS to procure their decarbonisation contracts via a further competition. This means we’ll tender their specific projects to all contractors on the relevant lot.

The deadline for the first round of applications is 20 December. But after this, suppliers can apply to join the DPS at anytime until it closes in December 2028.
