Procuring your contracts from this DPS is easy.

We will manage the process and be the initial point of contact if you need any help or advice. The DPS is open until October 2028.

It provides you with a compliant route to appoint contractors with experience delivering projects for the housing sector. The value bands are designed to suit all your project requirements – from smaller sites to projects over £50m. We also have a Lot that covers your site preparation.

Some aspects of a DPS are similar to a framework – but an important difference is that suppliers can join or leave at any time. This makes is easier to include local SME contractors, or new suppliers to bid for your tenders.

Using our DPS – all you need to know:

Lot 1: Site preparation

This Lot covers your site preparation works. This includes:

  • Demolition
  • Decontamination
  • Reinstatement Works
  • Remediation

Lot 2–5: Value Bands

These Lots have been split into value bands to provide more flexibility for customers and suppliers. The Lots support both local SMEs and national builders to bid for projects that are right for them.

The DPS’s scope also means that contractors are able to apply to join the DPS before we go to tender for your contract.

  • Lot 2: Projects up to £5m
  • Lot 3: Projects £5–10m
  • Lot 4: Projects £10–50m

How to use the DPS

All call offs from the DPS have to be mini tenders. We will manage this process and be the initial point of contact if you need help or advice.

Step 1

We’ll talk to you about your upcoming project and ask you to complete a pre-project form. This helps us to tailor our services to your specific project and get you procurement ready.

Step 2

Any contractors which you already know can register to join the DPS at this stage. Once approved they can then be included in your tender.

Step 3

Once you're happy to proceed we will issue an Invitation to Tender (ITT) to all of the suppliers on the relevant Lot. Suppliers can choose to out-in or opt-out. 

Step 4

Interested suppliers will then return the completed ITT by the deadline. We will compile the tender responses and send these to you for evaluation. 

Step 5

You will evaluate the submissions and we can help you with your tender report. You can then write the award letters, or we can do this for you. We'll then send the award letters for you via our portal. 

Step 6

We can assist you with drafting your JCT Design & Build contract if required. 

Who can access this DPS?

Any publicly funded body can use the DPS – access is not limited to SEC Members alone. Full details can be found here.

Is there a cost to access? 

There is no access fee to use our DPS. A levy % dependant on whether you are a guest or member is collected directly from the contractor once a call off contract is awarded. The levy operates on a cascade system – with the % charge decreasing in line with contract spend.

Can I ask my preferred suppliers to join the DPS?

Yes – if you have any small and/or local firms you like to use for certain repairs or maintenance works and are looking for a complaint route to award, you can point them to our DPS. This will make mini tenders including your preferred suppliers easier. We’ve produced some advice for suppliers looking to join the DPS here.

Your DPS FAQs

What is a Dynamic Purchasing System (DPS)?

A DPS is an arrangement where an organisation (in our case SEC) identifies a list of suppliers who are able to deliver certain works or services. Our DPS has been designed to cover responsive repairs, voids and planned maintenance works.

When we set up a DPS, we set a selection criteria the suppliers must adhere to in order to join. The selection criteria is focussed on the supplier's economic stability, insurance levels and any exclusion grounds stated in the selection questionnaire. We have not evaluated their value for money and so all call-offs from the DPS are via further competition – this means that you’ll be able to assess a suppliers quality and value against your specific requirements. You will need to provide the specification, cost model, evaluation criteria and contract as part of the tender process. If you need any help with these, our technical team are on hand to help you get “procurement ready”.

Our DPS is live for five years. Suppliers can join or leave the DPS at any time during this period. Whilst live, customers are able to “call-off” individual contracts from the model.

Any publicly funded body can use our DPS – this includes housing associations, local authorities, universities and NHS bodies.
