Procuring for building safety: why our principles still matter today

In March 2022 we completed a large research project on Procuring for Building Safety. It was developed with a cross-sector insights group compiled of building professionals, social housing professionals and an Associate Professor of Construction and Project Management from Reading University. 

The work brought together all this expertise to define what good procurement looks like when building safety is the priority. 

Four years on, we're now operating in a very different regulatory landscape, but the core messages of the report remain essential and are worth revisiting. 

The pillars of good procurement practice

The final report argued that good practice must follow the four key procurement principles of culture, compliance, competence and control. These are held up and achieved through eight practical pillars they defined as - 

  1. Taking responsibility
  2. Understanding risk
  3. Strong Leadership
  4. Unique approach
  5. Competence
  6. Exceeding standards
  7. Detailed information
  8. Early engagement

What's moved on since 2022?

Some things have moved on since the report was published, mainly with the Building Safety Act coming into force. It's established regulations that embed many of our principles. This includes new Dutyholder roles, the Principal Accountable Person and stronger compliance expectations with tougher enforcement routes.

Although some things have changed, the key message in the report remains the same: safe buildings begin with safe procurement. 

The practices embedded at procurement stage — the clarity of information, the competence of teams appointed, the understanding of risk, the culture of the organisation — directly influence whether a building is safe in design, during construction, and throughout occupation.
