We're out to tender for our new Capital Works Framework

Capital Works Framework

We’ve started the procurement process for our refreshed Capital Works Framework this month. It brings together a wide range of planned refurbishment works and is designed to help housing providers access high-quality, competent contractors. 

The new Framework will replace our current Internal & External Building Works model when it expires in 2027. It's split into 8 Lots and covers a broad mix of individual workstreams, with different options for customers looking to incorporate several elements within a single contract. 

This re‑procurement follows extensive engagement with customers and suppliers. Over recent months we hosted webinars, issued surveys and encouraged early feedback on priorities for the new model. We listened and learnt from your ideas on KPIs, technical scope, social value and market insight. Your contributions directly shaped the direction of the new framework we’re now procuring - thank you to everyone who got involved.

Lot Structure
  • Lot 1: Kitchens & Bathrooms (with an annual value of up to £2m)
  • Lot 2: Windows & Doors (with an annual value of up to £3m)
  • Lot 3: Roofing Works (with an annual value of up to £3m)
  • Lot 4: Electrical Works (with an annual value of up to £2m)
  • Lot 5: Cyclical Decorations (with an annual value of up to £2m)
  • Lot 6: Multi Disciplinary Works (with an annual value of up to £749,999
  • Lot 7: Multi Disciplinary Works (with an annual value between £750,000 and £1,999,999

The framework is valued at an estimated £250m excluding VAT. The current duration is 2 years with the option to extend to 2031. 

The Procurement Process

We're running the tender via a competitive flexible procedure on our In-Tend portal. It'll follow these three stages: 

  • Stage 1: PSQ (Procurement Specific Questionnaire)
  • Stage 2: Quality (with cost to be submitted at the same time)
  • Stage 3: Cost
